摘要
粤港澳大湾区城际铁路网规划为我国首个跨区域高速铁路、城际铁路、市域铁路、城市快速轨道交通综合交通网。规划环评无成熟经验借鉴,同时面临评价范围行政区划特殊、评价对象技术标准多样、区域生态环境敏感、沿线居民区密集和公众关注度高等诸多难题。通过采取分区域、分层次、全过程评价等方式创新环评评价模式;通过搭建GIS敏感区数据平台、开展生态专题研究、建立噪声振动源强数据库、确定城区段敷设方式评价原则等提升技术方法进行数据分析和影响评价;通过总结环保选线成果,提出噪声振动防护距离、敏感区生态保护措施和对项目环评实施的建议等方面指导规划的合理实施。上述评价模式、方法的采用和环评成果的应用,提升了规划环评工作深度和报告质量,满足了粤港澳大湾区城际铁路规划环评审批需求和规划方案实施的环境可行性。
The Guangdong-Hong Kong-Macao Greater Bay Area intercity railway network is planned to be China’s first trans-regional composite transport network,covering high-speed railway,intercity railway,municipal railway and urban rail transit.Presently,there is no mature experience for planning EIA,and there are many problems to be solved such as special administrative divisions in the evaluation scope,diverse technical standards for evaluation objects,sensitive ecological environment,dense residential areas along the line and high public concern.The EIA evaluation model is innovated by adopting the methods of sub-region,stratification and whole process evaluation.Data analysis and impact assessment are carried out by establishing GIS sensitive area data platform,carrying out ecological thematic research,establishing noise and vibration source intensity database,and determining the evaluation principle of urban section laying mode.The rational implementation of the plan is guided by summarizing the results of environmental protection route selection,putting forward noise and vibration protection distance,ecological protection measures in sensitive areas and suggestions on the implementation of project EIA.The adoption of the above evaluation modes and methods and the application of EIA results have improved planning EIA and the quality of report,and met the needs of planning EIA approval of Intercity Railway in Guangdong-Hong Kong-Macao Greater Bay Area and the environmental feasibility of the implementation of planning scheme.
