摘要
科学理解中国情景下的现代化产业体系基本内涵,科学把握加快构建中国特色的现代化产业体系的具体途径和着力点,就必须从“四大核心主体”结合机制、“四大要素链条”融合机制的独特角度对其加以系统性理解。当前在加快构建现代化产业体系中面临着新的问题和风险,应高度警惕当前现代化产业体系的推进对既有和潜在区域不平等持续扩大起到的不可忽略的助推作用,高度警惕各地政府在招商引资过程中采取的扭曲性政策对当前中国推进基于国内统一大市场的产业循环体系所产生的阻碍作用,高度警惕中国在构建支撑以实体经济为主的现代化产业体系的中国特色现代化金融体系方面仍存在各种金融资本、民间资金进入制造业部门的通道和激励机制出现重要缺陷等诸多问题,由此提出相应的政策举措。
To scientifically understand the basic connotation of China’s modern industrial system,and to scientifically grasp the specific ways and focus of accelerating the construction of a modern industrial system with Chinese characteristics,it is necessary to systematically understand it from the unique perspective of the combination mechanism of the“four core subjects”and the integration mechanism of the“four major factor chains”.At present,we are facing new problems and risks in accelerating the construction of a modern industrial system.We should be highly vigilant about the promoting effect of the current modern industrial system on the continuous expansion of existing and potential regional inequality,and be highly vigilant about the distorting policies adopted by local governments in the process of attracting investment,which hinder China’s current promotion of an industrial circulation system based on a unified domestic market;We are highly vigilant against many problems,such as various kinds of financial capital,channels for private funds to enter the manufacturing sector,and important defects in the incentive mechanism,in building a modern financial system with Chinese characteristics that supports a modern industrial system dominated by the real economy.Therefore,we propose corresponding policies and measures.
