摘要
为提升危险货物道路运输全链条安全水平,结合全国危险货物道路运输电子运单联网工作开展情况,探索基于移动端的危险货物道路运输电子运单联网查询关键技术,为危险货物道路运输各参与方提供高效、实时的信息交互手段,通过上下游联动、执法监督等方式,打通危险货物运输各环节信息交互渠道,提升危险货物道路运输电子运单真实性、有效性,从根本上落实危险货物道路运输企业安全生产主体责任,解决非法托运和装货人责任无法有效落实等问题,提升监管部门对危险货物道路运输的精细化、精准化监管水平,降低危险货物道路运输事故风险。
In this paper,in order to improve the safety level over the entire highway transportation chain of dangerous goods,in connection with the progress of the national electronic waybill network for highway transportation of dangerous goods,we explored the key technologies of online query of the highway transportation electronic waybills of dangerous goods for mobile terminals to provide information for all participants in the highway transportation activities of dangerous goods with efficient and real-time information interactive means.Then,via upstreamdownstream linkage,and law enforcement/supervision,etc.,we proposed to open up information exchange channels in all links of dangerous goods transportation to improve the authenticity and effectiveness of the highway transportation electronic waybills of dangerous goods,fundamentally substantiate the dangerous goods highway transportation service providers as the main parties responsible for safety production,solve problems such as illegal consignment and shippers'unaccountability,improve the level of fine-grained and precise supervision over highway transport of dangerous goods by regulatory authorities,and reduce the risk of accidents in highway transport of dangerous goods.
