摘要
通过分析目前各级职能管理部门和危险化学品运输企业应用需求,以及危险化学品运输安全监控环节中存在的问题,借鉴国外先进经验,从我国国情实际出发,进行科技创新,提出构建危险化学品运输安全统一监控框架及其平台,并给出平台的层次结构和系统组成。政府部门通过该框架及平台发布信息,对危化品运输企业运输车辆进行跨地区有效监控,并与其他相关部门进行信息共享。危化品运输企业通过该框架及平台获得相关信息,对企业运输车辆进行监控。该框架及平台的利用,有利于政府部门间的信息交流,有效提高政府部门对危险化学品运输的安全监管效能,规范危化品运输市场的发展,减少人民生命财产的损失,提高危化品运输企业经济效益,增强企业的核心竞争力。
According to the application demand of administrative agencies and dangerous chemicals transportation enterprises and existing problems , referring to experience of developed countries, the framework of unified supervisory control platform for safe transportation of dangerous chemicals is put forward , of which the systematic component and administrative levels are also suggested. The govemment agencies may disseminate and share information through this platform , and all the transportation vehicles may be monitored nationwidely by this platform . The transportation enterprises can also exchange information and efficiently monitor their own vehicles. It is also beneficial for inter-agencies information exchange, and efficiently improves safety supervision, so that the transportation market would develop more healthily. The casualty and property loss could be reduced, cost-benefit of the enterprises could be raised and the enterprises would become more competitive.
