摘要
针对危险品运输企业违法运输与监管部门监管不力的问题,本文构建了以危险品运输企业和双监管部门为主体的演化博弈模型,并进行演化仿真分析,研究了违法运输罚款对危险品运输企业策略选择的作用,探讨了财政激励手段对危险品运输监管部门监管积极性的影响。研究结果表明:财政激励手段提高了监管部门监管积极性,以及危险品运输企业合法运输的概率;向单一监管部门提供激励与向双监管部门提供激励能达到的监管效果无异;向单一监管部门提供激励不会造成多头监管的不良现象,但是向双监管部门提供激励会导致该现象;将违法运输罚款手段与财政激励手段相结合可以显著降低危险品运输企业违法运输的概率。
Aiming at the problems of the illegal transportation of hazardous materials(hazmats)transportation enterprise and the weak regulation of supervision departments,an evolution game model with one hazmats transportation enterprise and two kinds of supervision departments is constructed.Then,the evolution simulation is used to reveal the influence of illegal transportation penalty on the strategy choices of hazmats transportation enterprise and the effect of the revenue incentive exerted by the superior authorities on the regulatory initiative of supervision departments.The results show that,revenue incentives have improved the regulatory enthusiasm of supervision departments and increased the probability of legal transportation of hazmats transportation enterprise;In terms of regulatory effects,providing revenue incentives to a single supervision department is the same as providing ones to two departments;Providing revenue incentives to a single supervision department will not cause the problem of multiple supervisory,but providing ones to two departments will cause such problem;Imposing both fines on illegal transportation and providing financial incentives to supervision department can significantly reduce the probability ofillegal transportation of hazmats transportation enterprise.
