生物安全三级实验室环境影响评价思路及环境保护措施探究

摘要 为加强生物安全三级(BSL-3)实验室的生物安全性能,规避环境风险,需重视并规范BSL-3实验室环境影响评价工作。基于实验方案和实验设备,在梳理BSL-3实验室运行期废弃物的种类、来源以及泄漏风险的基础上,提出了BSL-3实验室环境影响评价技术路线。研究将病原微生物设为评价因子,重点评价被病原微生物污染的废弃物的污染物核算、环境影响、环境保护措施等。同时,从污染防治技术和污染防治管理两方面提出了BSL-3实验室环境保护措施,在满足BSL-3实验室废弃物处理需求的同时,将附着于废弃物中的病原微生物100%灭活,并维持实验室安全稳定运行。最后,通过某高校BSL-3实验室案例说明了采用验证合格的污染防治技术以及严密周全的污染防治管理方案具有切实安全的可行性。 To strengthen the performance and avoid potential environmental risks of the biosafety level 3(BSL-3)laboratory system,it is important to emphasize and standardize the environmental impact assessment of BSL-3 laboratory.The technical route of the environmental impact assessment of BSL-3 laboratory is proposed in this paper based on the experimental schemes and equipment,and summarize the types,sources and leakage risks of the waste during the operation of BSL-3 laboratory.Besides,the pathogenic microorganism is introduced as one of the evaluation factors,and the pollutant accounting,environmental impact and environmental protection measures of the waste polluted by pathogenic microorganisms are analyzed.The environmental protection measures of BSL-3 laboratory consists of two aspects:pollution prevention technology and pollution prevention management.While satisfying the waste treatment requirements of BSL-3 laboratory,100%of the pathogenic microorganisms attached to the waste will be inactivated,and the safe and stable operation of the laboratory will be maintained.Finally,the case of a BSL-3 laboratory in a university shows that it is feasible to adopt qualified pollution prevention technologies and comprehensive pollution prevention management plan.
