摘要
矿产资源是国之重器,是当代经济活动的重要物质基础。特别是我国建设社会主义现代化强国,推动经济高质量发展,实现产业结构调整升级,构建国内大循环和畅通国内国际双循环,都需要矿产资源保供体系的强有力支撑。当前我国矿产资源供给总体面临“紧缺矿种依旧紧缺,优势矿种受到威胁”的问题。在世界百年变局加速演进,美西方对我国遏制、打压不断加码的条件下,我国矿产资源海外投资、矿业运营面临很多新情况,遭遇很多新挑战,已引起国内各界高度关注。本文在综合分析我国矿业海外投资新进展的基础上,对当前我国矿业海外投资面临的问题和挑战进行了系统梳理,并从产业政策、企业发展、资源保供等角度对进一步构建完善我国矿业海外投资政策体系提出对策建议。
Mineral resources are the important weapon of the country and an important material basis for contemporary economic activities.In particular,China’s construction of a great modern socialist country,the promotion of high-quality economic development,the realization of industrial structure adjustment and upgrading,the construction of a domestic circulation and the smooth domestic and international dual circulation all require strong support from the mineral resources supply system.At present,China’s mineral resources supply is generally facing the problem of“shortage of mineral species is still in short supply,and dominant mineral species are threatened”.Under the conditions of accelerating the evolution of the world’s changes in a century and the continuous increase in the containment and suppression of China by the United States and the West,China’s overseas investment in mineral resources and mining operations are facing many new situations and encountering many new challenges,which have attracted great attention from all walks of life in China.Based on the comprehensive analysis of the new progress of China’s mining overseas investment,this paper systematically sorts out the current problems and challenges faced by China’s mining overseas investment,and puts forward countermeasures and suggestions for further building and improving China’s mining overseas investment policy system from the perspectives of industrial policy,enterprise development and resource supply.
