摘要
在上一轮找矿突破战略行动中,中央地质勘查基金坚持找矿新机制,在化解地质找矿风险、引导拉动社会资本投入、服务国家资源战略、促进找矿突破等方面发挥了积极作用。近年来,受全球地缘政治不稳定和经济低迷等因素的持续影响,矿产资源市场不确定性加剧;同时,国内战略性矿产资源需求不断加大,对外依存度持续攀升,我国矿产资源安全面临严峻形势。中央地质勘查基金应把握当下形势,以保障国家资源安全、引导和带动社会资本投入勘查、加大战略性矿产投入、推进矿产地储备为目标,积极探索中央地质勘查基金运行新模式,推进市场化转型和发展,为全面支撑新一轮找矿突破战略行动发挥更大作用。本文从上一轮找矿突破战略行动中央地质勘查基金发挥的作用出发,介绍了中央地质勘查基金的成立背景、运行机制及取得的成果,总结了中央地质勘查基金创新勘查思维促进找矿突破的勘查模式,分析了运行过程中存在的问题和难点,并结合当前矿产勘查形势,阐述了中央地质勘查基金对于推进新一轮找矿突破战略行动的重要性,提出了改革发展的思路和建议。
In the last round of prospecting breakthrough strategy,the Central Geological Exploration Fund insisted on the new prospecting mechanism,played an important role in resolving the risk of geological prospecting,guiding and pulling the social capital investment,serving the national resources strategy and promoting the prospecting breakthrough.In recent years,the continuous impact of global geopolitical instability and economic downturn has exacerbated the uncertainty of mineral resources market,while the domestic demand for strategic mineral resources continues to increase,the external dependence continues to climb,China’s mineral resources security is facing a grim situation.The Central Geological Exploration Fund should grasp the current situation,with the goal of ensuring national resources security,guiding and driving social capital investment in exploration,increasing strategic minerals investment,promoting mineral deposit reserves,actively explore a new operating mode of the Central Geological Exploration Fund,promotes market-oriented transformation and development,and plays a greater role in supporting the new round of prospecting breakthrough strategy.Based on the role played by the Central Geological Exploration Fund in the last round of prospecting breakthrough strategy,introduces its background,operational mechanism and achievements,summarizes the exploration mode of the Central Geological Exploration Fund’s innovative exploration thinking to promote prospecting breakthrough,analyzes the problems and difficulties existing in the process of operation,and combines with the current situation of mineral exploration,expounds the importance of the Central Geological Exploration Fund to promote the new round of prospecting breakthrough strategy,and advances some ideas and suggestions for reform and development.
