摘要
文章以公共文化服务政策基础数据库和北大法宝中的政策文本为研究样本,采用内容分析法和统计分析法,从价值取向、政策效力、政策工具3个角度构建研究分析框架,对长三角城市群八大城市公共文化服务政策进行分类统计,探究特征、分析不足,从内容、主体和发展机制角度提出建议:提高政策内容系统性,提升社会力量参与度,进而建设长三角城市群区域协调发展机制。
Using the policy texts obtained from Public Cultural Service Policy Basic Database(http://pcsp.library.sh.cn/)and Peking University Law Database(www.pkulaw.com)as study samples,and employing the methods such as content analysis and statistical analysis,this paper develops a research framework focusing on the value orientation,policy effectiveness and policy tools.It performs a disaggregated and statistical analysis on the public cultural service policies of eight major cities in the Yangtze River Delta urban cluster,and explores their characteristics and shortcomings.Some advice are put forward from the standpoints of content,subject and development mechanism:Governments should make the policies more systematic,increase the involvement of social forces,and establish a mechanism for the regionally coordinated development of the Yangtze River Delta urban cluster.
