摘要
价值取向内化于所有政策之中。文章讨论了公共服务政策的合法性与公共性,从不同价值取向变迁历程、文化自觉等视角解读了我国基本公共文化服务政策的均等化选择。在此基础上提出:以人为本是基本公共文化服务均等化政策的合理化价值选择,在这一合理价值影响下的基本公共文化服务均等化成为我国构建现代公共文化服务体系的必要条件。参考文献26。
Value orientation lies in all policies. This paper discusses the legitimacy and publicity of public service policies,and interprets the equalization of basic public cultural services from the perspective of different values and cultural self-consciousness. Then it proposes that the people-oriented value is a reasonable choice in the equalized polices of basic public cultural services and stresses the necessity of taking the basic public cultural services under reasonable influence as a precondition of the construction of China＇s modern public cultural services system. 26 refs.
