摘要
纵观历史,中国古代监察官始终与皇权缠绕,作为皇帝巩固统治的不可或缺的角色存在,他们为巩固皇权实施监察活动,是国家治理体系与权力配置的关键。在传统政治结构中,皇帝作为最高集权统治者,其充分发挥了监察官的作用,充分利用了监察制度,监察制度可谓是皇帝最成功的权谋术之一。在我国古代监察制度的设计内容中,监察官选任制度以及管理制度至关重要,监察官的选任制度和管理制度的内容设计关乎着监察权能否有效发挥作用,能否巩固皇权统治。本文从中国古代监察官的选用与管理出发,总结出古代监察官在选用以及管理方面有别于普通文官的特点,以期待能够给现代监察官员的选用与管理以启示。
Throughout history,the ancient Chinese censors have always been entangled with the imperial power.As an indispensable role for the emperor to consolidate his rule,they carried out supervision activities to consolidate the imperial power,which was the key to the national governance system and power allocation.In the traditional political structure,the emperor,as the most centralized ruler,gave full play to the role of the inspector and made full use of the supervision system,which was one of the most successful tactics of the emperor.In the design of Chinese ancient supervision system,the selection system and the management system are very important.The selection system and the content design of the management system are related to the supervision power can play an effective role,can consolidate the imperial power.Based on the selection and management of ancient Chinese supervisors,this paper summarizes the characteristics of the selection and management of ancient supervisors,which are different from ordinary civil officials,in order to give enlightenment to the selection and management of modern supervisory officials.
