摘要
建立监察官制度,是党中央在改革大局中明确的一项政治任务,是在国家监察体制改革的背景下构建具有中国特色国家监察体系的重要举措。要在宪法和监察法等制度基础上,立足于中国优秀历史文化传统和当前反腐败工作实际,吸收借鉴国(境)外有益经验,探索构建中国特色监察官制度。突出政治要求,合理界定监察官范围,科学确定选用条件,加强监督制约,建设高素质专业化监察官队伍,推动新时代纪检监察工作高质量发展。
The establishment of the system of supervisors is a clear political task of CPC central committee in the overall reform,it is an important measure to construct a national supervision system with Chinese characteristics under the background of national supervision system reform.On the basis of such frameworks as the Constitution and the Supervision law,it is necessary to draw on the useful experience of other countries based on China’s fine historical and cultural traditions and current anticorruption practices.We need to explore the establishment of a system of supervisors with Chinese characteristics,highlight the political demands,reasonably define the scope of the supervisor,scientifically determine of the conditions for the appointment of the supervisor,and strengthen supervision and restriction mechanism.In order to constantly promote high-quality development of discipline inspection and supervision in the new era,we will exercise strict supervision over and manage the team of supervisor.
