2014-2022年镇江市健康教育机构人力资源特征变化分析

摘要 目的探析镇江市2014—2022年健康教育机构人力资源特征变化情况。方法本研究以镇江市各级健康教育机构填报的《健康教育所(中心)基本情况调查表》为数据来源,对人员数量、结构及人才匹配度进行回顾性分析。结果2014年镇江市健康教育机构在职业务人员数106名,2022年上升至115名,有所增加;年龄35~55岁居多;文化程度2014—2022年以中专、大专为主,2019年、2022年较2014年、2016年本科人数有所下降;人员专业2014年及2016年以预防医学为主,占比为33.96%和32.08%,2019年及2022年以护理学为主,占比为36.70%和34.78%,预防医学专业人员减少,护理学专业人员增长明显;职称结构2014年和2016年中级职称所占比例最高,为39.62%和36.79%,2019年和2022年初级职称者所占比例最高,为36.70%和38.26%,但2022年无职称、副高、正高占比有所增加。结论镇江市健康教育机构人员数量难以满足服务人群的需求;文化程度,专业结构和职称结构还须进一步优化,从业人员平均年龄增长,从事专业年限增长,队伍老龄化。虽然医学专业,尤其是临床医学专业从业人员比例明显增加,但是2022年的学历(中专、大专为主)和技术职称(初级为主)与2014年相比技术水平明显下降,建议根据新形势下健康教育发展的需要,继续引进高学历预防医学等健康教育相关专业优秀人才,不断优化健康教育人力资源。 Objective To explore the changes of human resource characteristics of health education institutions in Zhenjiang City from 2014 to 2022.Methods This study used the Basic Situation Questionnaire of Health Education Institutes(Centers)filled out by health education institutions at all levels in Zhenjiang City as a data source to retrospectively analyze the number,structure and talent matching of personnel.Results The number of working operational personnel in health education institutions in Zhenjiang City increased from 106 in 2014 to 115 in 2022;age 35-55 years old was predominant;the education level was mainly secondary school and college from 2014 to 2022,and the number of bachelor's degree decreased in 2019 and 2022 compared with 2014 and 2016;personnel specialty 2014 and 2016 is dominated by preventive medicine,accounting for 33.96%and 32.08%,2019 and 2022 is dominated by nursing,accounting for 36.70%and 34.78%,with a decrease in preventive medicine professionals and a significant increase in nursing professionals;title structure in 2014 and 2016 the highest proportion of intermediate titles,39.62%and 36.79%,2019 and 2022 the highest proportion of junior title holders,36.70%and 38.26%,but in 2022 the proportion of no title,associate high,and positive high increased.Conclusion The number of personnel in health education institutions in Zhenjiang City can hardly meet the demand of the population served.The education level,professional structure and title structure must be further optimized, the average age of practitioners grows, the number of years in the profession grows, and the team ages. Although the proportion of medical professionals, especially clinical medicine professionals, has increased significantly, the education (mainly junior college and college) and technical titles (mainly junior) in 2022 have decreased significantly compared with the technical level in 2014.
