摘要
为创新铁路工程建设管理模式,铁路建设项目开展工程总承包模式试点工作,为合理分担风险,施工单价承包模式也在不断推广。为做好新模式下的单价承包管理工作,从现行制度办法、建设模式、投资控制、现场管理等方面详细分析工程总承包模式下开展施工单价承包工作存在的问题;从合理分担风险、便于现场管理、充分调动建设各方积极性等方面对做好人才培养、招投标管理、建设管理、投资控制、完善制度办法等方面提出相关建议,为做好新模式下单价承包工作提供思路。
The EPC mode is piloted in railway construction projects in order to innovate the management mode of railway engineering construction.The construction unit price contracting mode is also being continuously promoted to reasonably share risks.To effectively manage unit price contracting under the new mode,the paper carefully examines the problems that exist in construction unit price contracts under the EPC mode from the perspectives of the current system and methods,construction mode,investment control,site management,etc.Meanwhile,the paper proposes relevant suggestions on talent training,bidding management,construction management,investment control,and improvement of systems and methods so as to reasonably share risks,facilitate on-site management and fully mobilize the enthusiasm of all construction parties,providing ideas for unit price contracting under the new mode.
