摘要
数字平台已经被广泛应用到城市基层治理的各个领域。通过对C镇赋能城市基层治理的“智能码”平台案例研究发现,其在实际运行中出现了悬浮化的问题,具体包括平台数据悬浮于真实社会问题、平台规则悬浮于问题处置需求、平台知识悬浮于社会治理情境、平台运行悬浮于基层治理过程等。基于行动者及其行动结果的影响因素,从行动目标、知识、权力和规则等维度解释了城市基层数字平台悬浮化的发生逻辑,为规避潜在风险、推动城市基层治理现代化提供参考和借鉴。
Dligital platforms have been widely used in various fields of urban grassroots governance,but existing studies have mainly explored the functions,operation mechanisms and technical risks of digital platforms,with little attention to the problem of suspcnsion of digital platform applications.The case study of the"smart code"platform in C town found that the "smart code"platform,which is used to empower urban grassroots governance,has been suspended in actual operation,including the suspension of the platform data from real social problems,the suspension of the platform rules from the platform data is suspended from the real social problems,the platform rules are suspended from the demand of problem disposal,the platform is suspended from the social governance situation,and the platform operation is suspended from the grassroots governance process.Based on the influencing factors of actors and their action results,we explain the logic of levitation of urban grassroots digital platforms in terms of action goals,knowledge,power and rules,so as to provide reference and reference for avoiding potential risks and better using digital platforms to promote the modernization of urban grassroots governance.
