摘要
社会事实的清晰化是相关事实信息的函数,也是影响国家治理的关键变量。土地是构成国家的基本要素,是国家治理清晰化的基本对象,是治理画像的重要组成部分。文章以土地信息管理为分析对象,阐释了土地信息管理的清晰化维度及其政治逻辑。土地信息管理作为重要的国家治理技术,具体包括土地测绘、信息处理、过程控制和标准设定等技术,推动了土地规范属性、自然属性、管理属性和使用属性的清晰化。国家通过国家认证、标准化、资源配置和知识生产等介入和干预社会,不断拓展和延伸国家的基础性权力。土地信息管理说到底就是国家对土地进行信息化操作,展示了国家干预、介入和支配土地资源的过程,生动呈现了国家治理的动态过程及其结果。
The clarification of social facts is a function of relevant factual information and a key variable that affects national governance.Land is a basic element that constitutes a state,a fundamental object of clarity of national governance,and an important part of the governance portrait.The article takes land information management as the object of analysis and explains the clarification dimension of land information management and its political logic.As an important national governance technology,land information management specifically includes technologies such as land mapping,information processing,process control and standard setting,which promote the clarification of land normative attributes,natural attributes,management attributes and use attributes.The state intervenes in society through state certification,standardization,resource allocation and knowledge production,and continues to expand and extend the basic power of the state.In the end,land information management is an informational operation of the state on land,which demonstrates the process of state intervention,involvement and domination of land resources,and vividly presents the dynamic process of national governance and its results.
