摘要
大数据嵌入全民健身公共服务是实现治理智慧化、服务智能化、供给精准化、决策科学化的关键。运用文献资料、实地调查、专家访谈等方法,探骊大数据嵌入全民健身公共服务的治理内在机理、运作逻辑及靶向路径。研究认为,基于技术嵌入理论,大数据嵌入全民健身公共服务治理经历结构化条件、社会互动、制度再生产等过程,其机理体现在增强风险识别、优化治理工具、重塑治理流程、拓宽治理格局等方面;为推进治理现代化需构建全民健身公共服务统一大数据平台、建立全民健身公共服务五级联动运行管理体系、驱动多元主体参与全民健身公共服务治理协同性、构建大数据赋能全民健身公共服务治理机制等运作逻辑,针对困境提出靶向路径:理念变革,树立大数据嵌入服务理念;技术支持,增强大数据服务基建;制度保障,健全大数据嵌入治理制度体系。
Embedding big data into the public service of national fitness is the key to achieving intelligent governance,intelligent service,accurate supply and scientific decision-making.By using the methods of literature,field survey,expert interview,this essay tries to explore the internal mechanism,operation logic and target path of the governance of the public service of national fitness embedded in the big data.According to the research,based on the technology embedding theory,the governance of big data embedding in the public service of national fitness has gone through the process of structural conditions,social interaction,system reproduction,etc.Its mechanism is reflected in strengthening risk identification,optimizing governance tools,reshaping governance processes,broadening governance patterns;In order to promote governance modernization,it is necessary to build a unified big data platform for the public service of the national fitness,establish a five-level linkage operation management system for the public service of the national fitness,drive multiple entities to participate in the governance synergy of the public service of the national fitness,and build a governance mechanism for the public service of the national fitness empowered by big data,and put forward a targeted path for the dilemma:concept change,establishment of the concept of big data embedded service;technical support,enhancement of the infrastructure of big data services;institutional guarantee,improvement of the governance system of big data embedding.
