政策驱动、国家发展和环境保护:我国新能源汽车推广的科技传播动力研究 被引量:3

Policy-Driven,National Development and Environmental Protection:A Study on the New Energy Vehicle Communication

摘要 随着能源体系的低碳转型,发展新能源汽车在国家战略和社会生活中愈发重要,推广新能源汽车,媒体对社会公众的科技传播不容忽视。基于框架理论,采用内容分析和语义网络分析方法,考察了2004—2021年《人民日报》和《光明日报》共3 782篇有关新能源汽车的报道,分析了我国新能源汽车推广过程中科技传播的历史变迁和发展动力。结果发现,我国新能源汽车的科技传播经历了科技环保理念下的新能源汽车(2004—2009年)、产业政策激励下的新能源汽车(2010—2015年)、成就与挫折并存的新能源汽车(2016—2018年)和多元收益强调下的新能源汽车(2019—2021年)4个阶段。而媒体对新能源汽车推广的科技传播主要受到三大动力因素的影响。第一,国家政策的驱动。政府在不同阶段出台的关于新能源汽车的政策对媒体报道量、新闻框架和媒体关于新能源汽车的话语产生了很大影响。第二,国家发展话语的采用。在推广新能源汽车的策略中,媒体报道被嵌入到国家发展话语中,以提高公众对新技术、新产业的认可度。第三,逐步强化的环境形象建构的需求。媒体报道也向国际社会表明,我国在环境保护问题上已经从被动的“污染解决者”转变为主动的“环保行动者”,反映了我国在国际气候治理中发挥主导作用的转变和“负责任的大国”形象。在现有媒体报道的新闻框架基础上,注重培育消费者的绿色理念、增加新能源汽车技术创新的科普以及关注消费者切身相关的社会议题将有助于新能源汽车的科技传播。 With the low-carbon transformation of the energy system,the development of New Energy Vehicles(NEVs)has occupied a more and more important position in national strategy and social life.Since the government announced to promote the industrialization development of NEVs in 2009,China has been the largest NEV holder in the world since 2016.However,in communicating NEVs to the public,the role of news media cannot be ignored.It is essential to understand how the Chinese media has been communicating new energy vehicles to the public,advocating consumption and spreading the concept of science and technology over time,what dynamics have influenced the media's science and technology communication on the promotion of new energy vehicles in China,and how the media's science and technology communication on new energy vehicles reflects the changing social perceptions and values under the influence of these dynamics.Based on framing theory,this paper uses content analysis and semantic network analysis to examine a total of 3782 news reports on NEVs in People's Daily and Guangming Daily from 2004 to 2021,aiming at exploring the changing nature of media coverage over time and the dynamics driving the communication in the expansion of this specific new technology and industry in China.The study found that while media coverage was dominated by the economic frame,the focus of media frames varied from period to period.According to the changing nature of all the frames we applied,the communication of NEVs in China can be divided into four phases,namely,NEVs under the concept of technology and environmental protection(2004-2009),NEVs under the incentive of industrial policies(2010-2015),NEVs with both achievements and setbacks(2016-2018),and NEVs with the emphasis of multiple benefits(2019-2021).The media coverage of NEVs is influenced by three major incentives.First,the drive of national policies.The policies introduced by the government on NEVs in different phases had triggered the volume increase in media reports on NEVs and the sh
