摘要
新能源汽车产业作为"战略性新兴产业",其创新发展既需要"扶持性"政策激励,又需要"准入性"政策约束。采用中国114家新能源汽车上市公司的面板数据,运用双重差分法从时间与空间两个维度实证分析了"扶持性"政策、"准入性"政策以及这两类政策交互作用对新能源车企技术创新的影响。同时,进一步讨论了如何在新能源汽车产业的不同示范推广阶段与不同市场化水平地区有效地实现新能源汽车产业政策的"抑扬结合"匹配。结果发现,要有效提升新能源车企的技术创新水平,应实现"扶持性"政策与"准入性"政策科学合理的"抑扬结合",这是新能源汽车产业政策实施及持续优化的核心。随着产业的发展与市场化水平的提升,新能源汽车产业政策的"抑扬结合"应逐步实现由较为分散的"低耦合协调"向紧密协调的"高耦合协调"转变。
As a"strategical emerging industry",the innovative development of the new energy vehicle(NEV)industry is faced with the biggest"pain point"of lacking core technology.To promote the innovative development of the industry,the puzzles need to be solved are:on one hand,the externality of the NEV industry makes it possible for the industry to be stillborn due to the lack of technological innovation driving force without"support"policy;on the other hand,too many"support"policies may induce policy rent-seeking risk.If there is no"accessibility"policy to impose market access requirements for NEV companies,it may lead to the crowding out effect of technological innovation and hinder the innovative development of the industry.Therefore,the innovative development of NEV industry requires both"support"policy incentives and"accessibility"policy constraints.Considering the differences in the action mechanism of the two types of policies,the obvious phased characteristics of NEV industry’s innovative development in China,as well as the differences in the marketization level of different regions in China.This study is no longer limited to the priority of policies of"support"and"accessibility",but analyzed how to optimize the implementation of industrial policies and realize the coordination and matching of"support"and"accessibility"policies from the perspective of phased and regional differences of the NEV industry.Based on the panel data of 114 listed NEV companies in China,this study used difference-in-difference method to empirically analyze the impact of"support"policy,"accessibility"policy as well as the interaction of these two policies on technological innovation from the two dimensions of time and space,and further discussed how to effectively achieve the incentives and curbs of NEV industrial policies,according to different demonstration and promotion stages of the NEV industry and regions with different marketization levels.The results show that there are phased and regional differences in the innovation incentive pe
