摘要
国家创新体系是提升国家治理体系和治理能力的重要组成部分。自新中国成立以来,中国国家创新体系经历了初具雏形、改革探索与健全完善三个历史阶段,其蕴含的深刻规律为今后实施创新驱动战略提供了鲜活的历史素材。当前,中国国家创新体系并非尽善尽美,或多或少面临着市场在国家创新中能动性不足、国家创新体系人才供给能力有限以及科技创新成果转化机制相对滞缓等问题。在此基础上,立足于党的二十大精神,充分发挥国家创新体系的政治引领、经济依托、人才支撑与机制保障功能无疑至关重要,这就要求必须明确国家创新体系的社会主义定位,完善社会主义市场经济体系,完善人才培养与引进战略,增强科技创新成果转化能力,从而为优化国家创新体系提供一个系统、规范的组织框架。
National innovation system is an integral part in enhancing the national governance system and governance capacity.Since the founding of the People’s Republic of China,China’s national innovation system has undergone three historical stages:initial formation,reform and exploration,and establishment and improvement.Its profound laws provide vivid historical material for China’s future implementation of an innovation-driven strategy.Currently,China’s national innovation system is not perfect,and more or less it is facing problems such as insufficient market initiative in national innovation,limited talent supply capacity of the national innovation system,and relatively slow transformation mechanism of scientific and technological innovation achievements.Furthermore,based on the spirit of the 20th National Congress of the CPC,it is undoubtedly essential to give full play to the political guidance,economic support,talent support,and mechanism guarantee functions of the national innovation system.This requires China to clarify the socialist position of the national innovation system,improve China’s socialist market economic system,strengthen talent cultivation and introduction strategy,and enhance China’s ability to transform scientific and technological innovation achievements so as to provide a systematic and standardized organizational framework for optimizing China’s national innovation system.
