摘要
协同创新背景下科研合作对促进科技创新具有重要的作用。针对目前科研合作的现状及科研合作管理机制,文章以中国知网(CNKI)为数据源,设置专业的检索模式,通过对14所应用型本科高校在北大核心、CSCD和CSSCI所发表的3579篇文章进行分析,研究当前地方高校科研合作的特点和存在的问题。结果表明:地方高校合作意愿不强,缺乏主动性和积极性;合作机制不完善,缺乏有效的沟通和协调机制;资源配置不合理,重复投入和浪费现象较为严重;缺乏长效机制,合作成果难以持续推进。针对上述问题,文章提出协同创新背景下促进地方高校科研合作的政策及建议。
Under the background of collaborative innovation,scientific research cooperation plays an important role in promoting technological innovation.Based on the current situation of scientific research cooperation and the management mechanism of scientific research cooperation,using China National Knowledge Infrastructure(CNKI)as the data source,a professional search model was set up,through the analysis of 3579 articles in the core of Peking University,CSCD and CSSCI published by 14 applied undergraduate universities,the characteristics and existing problems of current research cooperation among local universities was studied.It was found that the willingness of local universities to cooperate is not strong,lacking initiative and enthusiasm;the cooperation mechanism is incomplete and lacks effective communication and coordination mechanisms;unreasonable resource allocation,severe duplication of investment and waste;lack of long-term mechanisms makes it difficult to sustain the progress of cooperation results.Propose policies and suggestions to promote research cooperation among local universities in the context of collaborative innovation in response to the above issues.
