摘要
以我国东部S市4个城区“放管服”改革实施的“亲商服务”“互联网+”“标准化建设”“集成改革”模式为样本,采用案例内分析和案例间分析的多案例研究方法,对“放管服”改革绩效及其影响因素进行编码,构建理论模型并提出研究命题。结果发现:领导力是影响“放管服”改革绩效的驱动因素,愿景与战略是影响“放管服”改革绩效的导向因素,公务员队伍建设是影响“放管服”改革绩效的保障因素。此外,愿景与战略、公务员队伍建设还会在领导力与“放管服”改革绩效关系间发挥中介作用。基于上述发现,从优化领导力培养考核机制,改进改革目标规划和战略设计,提升公务员队伍建设水平等三方面提出政策启示。
Taking the"pro-business services","Internet plus","standardization construction"and"integrated reform"models implemented in the"SDI"reform in the four urban areas of S city in eastern China as samples,this paper codes the performance of"SDI"reform and its influencing factors by In-Case and Inter-Case Analyses Case Study method,and then it constructs a theoretical model and puts forward research propositions Results show that leadership is the driving factor that affects the reform performance of"SDI"vision and strategy are the guiding factors that affect the reform performance of"SDI"and the construction of civil servants is the guarantee factor that affects the reform performance of"SDI".In addition,vision and strategy,as well as the construction of civil servants,will also play an intermediary role in the relationship between leadership and the performance of"SDI"reform.Based on the above findings,it puts forward relevant policy enlightenments from three aspects:optimizing the leadership training and assessment mechanism,improving the reform goal planning and strategic design,and improving the level of civil servant construction.
