摘要
以整体性政府理论为视角,基于国内35个城市2015~2018年的面板数据,主要采用有序probit回归模型,就“放管服”改革、政府透明度及区域营商环境之间的关系展开实证研究。结果发现:“放管服”改革实施与政务服务中心建设均能显著促进区域营商环境,且政务服务中心建设的效果更强;政府网站信息公开和网站在线服务在“放管服”改革实施对区域营商环境的影响中均发挥出显著的正向调节作用;在经济发展水平较高的城市,“放管服”改革更能促进区域营商环境,然而在不同规模城市间,这一影响效果却不显著;“放管服”改革会随着时间推移而渐显成效,即改革具有明显的“累积效应”。
From the perspective of the holistic government theory,based on the 2015-2018 panel data of 35 Chinese prefecture-level cities,this paper empirically explores the relationship between the reform to "streamline administration,delegate powers,and improve regulation and services",government transparency,and regional business environment by the ordered probit regression model.The results show that both the implementation of the reform to "streamline administration,delegate powers,and improve regulation and services" and the construction of the government service center can significantly improve the regional business environment,and the construction of the government service center exerts a better effect.Information disclosure and online services offered on government websites play a significant positive moderating role in the relationship between the implementation of the reform to "streamline administration,delegate powers,and improve regulation and services" and regional business environment.In economically developed cities,the reform to "streamline administration,delegate powers,and improve regulation and services" can promote the regional business environment more effectively.Nevertheless,this effect is not significant among cities of different sizes.Moreover,the reform to "streamline administration,delegate powers,and improve regulation and services" gradually shows its results with the passage of time,and the reform is characterized by a significant "cumulative effect".
