摘要
"放管服"改革,是最近几年国务院推动政府改革和行政审批制度改革的"先手棋",但其中存在秩序维度的冲突。要让"放管服"改革取得成功,并且让企业和民众有"获得感",须从秩序维度进行治道变革。从物理层面来看,"获得感"与"放管服"改革的技术细节改进、程序流程优化和服务态度与质量的提升等方面有关。从秩序维度来看,"获得感"与"放管服"各个秩序板块之间的结构契合有关。从关注政府的秩序维度进行治道变革的要义看,是从权力的治理转向权利的治理,从单中心的治理转向多元参与的治理,从强制性、等级性、条块分割、心理失衡的治理转向自愿的、平等的、整体的、网格状、心理协调的治理。
The reform in "Delegation, Administration, and Services" has been the "preemptive move" of the State Council in reforming the government administration and administrative approval process, yet there are conflicts in the order dimension. To achieve success in the reform in "Delegation, Administration, and Services", and to allow enterprises and the public to find the sense of gains, we must make changes in the order dimension of governance. On the physical level, the sense of gains is related to the improvement of the technical details, optimization of procedures, and service attitude and quality in the reform. On the level of order dimension, the sense of gains is related to the structural affinity between various modules of the reform. The essence of reforming the philosophy and principles of order dimension means the turn from pow- er governance to the governance of rights, from single-centered governance the governance with pluralistic participation, from the governance mode with compulsion, hierarchy, segmentation and psychological imbalance to the mode with volunta- ry, equal, integral, and grid-like characteristics featuring psychological coordination.
