摘要
残疾儿童是社会中的弱势群体,主要由家庭成员尤其是父母照顾。照顾者长期承担看护特殊儿童重任,在特教学校(机构)、居住地和工作场所之间疲于奔命,身心健康遭受较大损害,对这类家庭提供政策支持成为应有之义。喘息服务的价值在于,对照顾者进行生活帮扶、经济支持和心理辅导,家庭得以舒缓压力、放松休息、重燃希望。政府要探索支持特殊儿童家庭照顾者的有效路径,建构标准喘息服务体系和完善社会保障机制,让特殊儿童家庭得到有力支撑并得以存续;发挥社区服务终端功能,营造关爱残障儿童氛围,使照顾者感受社会关爱和人间温暖,提升特殊儿童家庭生活质量和维护社会和谐稳定。
Children with disabilities are a vulnerable group in society and are mainly cared for by their family members,especially their parents.It is necessary for the government to provide policy support to such families because the caregivers are often exhausted from all the heavy labors they bear both in special education schools(institutions),workplaces and at home,and their physical and mental health has suffered great damage.The value of respite care lies in the provision of life support,financial support and psychological counselling to caregivers,so that families can relieve stress,relax and rekindle hope.The government should explore effective ways to support family caregivers of exceptional children,build a standard respite care system and improve social security mechanisms,so that families with exceptional children can be strongly supported and thus survive;give play to the function of community services,create an atmosphere of care for children with disabilities,enable caregivers to feel social care and warmth,improve the life quality of families with exceptional children,and maintain social harmony and stability.
