摘要
我国小型水库量大面广,由于历史原因及小水库流域特点,水库自身及下游地区防洪安全风险问题突出,小型水库安全是我国水库安全度汛工作的关键要害。针对小型水库防洪预警在精准性、时效性和兼顾自身与下游3个方面的需求,提出实时雨量预警、预报雨量预警、实时水位预警和流量预警相结合的预警方式,并构建相应预警指标体系,在安徽省小型水库预报预警系统建设项目中进行了应用。
China’s small reservoirs have a large quantity and a wide range. Due to historical reasons and the basin characteristics of the small reservoir, the problem of flood safety risk in the reservoir itself and downstream areas is prominent. The safety of small reservoirs is the key to the flood control of China’s reservoirs during rainy seasons.Aiming at the needs of small reservoirs in terms of accuracy, timeliness and taking into account their own and downstream three aspects, this paper proposes an early warning method combining real-time rainfall, forecast rainfall,real-time water level and flow early warning, and constructs corresponding early-warning index system, which has been applied in the construction project of small reservoirs early-warning system in Anhui Province.
