摘要
小型水库的安全运行是水利行业最薄弱、风险最大、必须保底线的领域之一,结合水利部长江水利委员会按照水利部对小型水库监督工作的部署和其3年来在小型水库安全运行专项督查工作中的经验,对督查工作发现的普遍问题进行了梳理和分析,并结合相应的法律法规、规程规范、规章制度等有关规定,就小型水库的安全运行提出了相关建议,以供参考。
The safe operation of small reservoirs is one of the weakest and most risky areas and the bottom line in the water sector.This paper combs and analyzes the common problems found in the supervision work in accordance with the deployment of the Ministry of Water Resources on the supervision work of small reservoirs and its three years of experience in the special inspections on the safe operation of small reservoirs,and combines the corresponding relevant laws,regulations,norms,rules and regulations,suggestions are put forward for the safe operation of small reservoirs for reference.
