摘要
为适应数字时代发展需要,促进国民素质提高与人的全面发展,实现由网络大国向网络强国的转换,我国将提升全民数字素养与技能作为一项基础性与战略性工作。文章重点分析了提升全民数字素养与技能行动的两支“主力军”——开放大学和公共图书馆系统当前各自具备的优势与不足,在此基础上,提出推动开放大学与公共图书馆系统有机融合的建议与思考,以期能够发挥二者各自的独特优势,弥补短板不足,共同助力提升全民数字素养与技能行动。
In order to meet the needs of the development of the digital age,promote the improvement of national quality and the all-round development of people,and realize the transformation from a big network country to a network power,China regards improving the digital literacy and skills of the whole people as a basic and strategic work.This paper focuses on the current advantages and disadvantages of the two“main forces”of the action to enhance national digital literacy and digital skills:the open university and the public library system.On this basis,this paper puts forward suggestions and thoughts on promoting the integration of the open university and the public library system,in order to give full play to their respective unique advantages,make up for their shortcomings,and jointly help enhance national digital literacy and digital skills.
