摘要
国家安全学学科建设的最终目标是建构中国自主的国家安全学知识体系。这一任务可分三个层次开展:一是强化其作为学科的特征,以国家安全思想与理论、战略、治理、技术四个二级学科方向为支撑,形成知识体系的基本结构;二是突出其作为交叉学科的特征,以国家安全的复杂问题(总体国家安全观的重点领域)为导向,发展跨学科概念体系和整合性理论框架,实现对国家安全复杂问题的整体性认识;三是强调其作为中国特色哲学社会科学重要组成部分的特征,以国家安全、公共安全、社会安全的层次关系为主线,立足中国维护和塑造国家安全的实践和经验,进行理论创新,形成中国自主的国家安全话语体系。以此为基础,本文提出一个总体性框架,尝试为进一步推进国家安全学的学科建设、加快形成中国自主的国家安全学知识体系提供参照。
The ultimate goal of building the discipline of national security studies is to construct an independent national securityknowledgesystemin China.The task can be carried out at three levels.The first is to reinforce the disciplinary attributes of national security studies,that is,to put in place the basic architecture of such a knowledge system with the support of four subdisciplines including national security thoughts and theories,strategies,governance,and technologies.The second is to highlight the interdisciplinarity of national security studies.Efforts should be made to foster a cross-disciplinary conceptual system and an integrated theoretical framework,with the focus on complex national security issues(i.e.,the priority areas of a holistic approach to national security),toward a holistic understanding of such issues.The third is to underscore the fact that national securitystudies constituteanimportant component of philosophy and social sciences with Chinese characteristics.Therefore,theoretical innovations should be encouraged,focusing on the relationshipbetweennational security,public security,andsocial securityandbased on China's practice and experience in upholding national security and creating the conditions conducive to it.The aim is to develop an independent discourse system related to national security.In view of this,this paperproposes anoverallframework,which could provide areferencefor further advancing the discipline building of national security studies and accelerating the formation of an independent national security-related knowledge system in China.
