摘要
国家安全问题是指对国家核心利益和重大利益造成危险和威胁并被列入国家安全议程的问题,以及预防、化解或解决这些问题相伴而生的问题。“国家安全问题不是源生的而是衍生的”是国家安全问题的内在逻辑之一。无论特定意义上的(领域)国家安全问题还是一般意义上的(工具性)国家安全问题都不是源生的而是衍生的。国家产生、安全临界值和安全化对于理解“国家安全问题不是源生的而是衍生的”理论命题具有重要意义。这一理论命题学理性强、内涵丰富,对于国家安全学理论构建和学科发展具有基础性作用。
National security issues,refer to the issues that pose dangers and threats to national interests,especially core interests and other major interests,and are listed on the national security agenda,as well as the issues derived from preventing,resolving or solving these problems."National security issues are not originated but derived"is one of the inherent logics of national security issues.No matter in the specific sense(domain)or in the general sense(instrumental)of national security issues,they are not originated but derived.The generation of State,critical value of security and securitization are of great significance to a deep understanding of the theoretical proposition that"national security issues are not originated but derived".This theoretical proposition,with its strong scientific rationality and rich connotation,plays a fundamental role in the theoretical construction and discipline development of national security.
