摘要
卫生健康支出在财政支出占有相当高的比例,其支出效率不仅影响财政资金使用的整体效率,也事关人民健康保障。使用三阶段DEA-Malmquist模型对福建各地市2013—2020年卫生健康支出效率进行分析。结果显示,福建各地市效率存在差距,规模效率较低,支出效率的提升受制于技术进步。提升福建财政卫生健康支出效率应当因地制宜调整各市支出规模和结构,促进卫生健康领域的制度革新和技术创新,提高各地政府的财政自主水平。
Financial health expenditure accounts for a high proportion of financial expenditure,and its expenditure efficiency not only affects the overall efficiency of the use of financial funds,but also relates to people's health security.Three-stage DEA-Malmquist model was used to analyze the efficiency of health expenditure in Fujian from 2013 to 2020.There is a gap in efficiency among cities in Fujian,the scale efficiency is low,and the improvement of expenditure efficiency is subject to technological progress.To improve the efficiency of fiscal health expenditure in Fujian,we should adjust the scale and structure of expenditure according to local conditions,promote institutional innovation and technological innovation in the field of health,and improve the financial autonomy of local governments.
