摘要
近年来我国经济发展迅速,政府对医疗卫生支出占比不断增加,但总体产出效率低下。通过DEA-Tobit两阶段框架对我国31个省份面板数据进行分析,研究地方政府卫生支出效率及相关影响因素。结果表明:我国整体政府卫生支出效率低下且逐年递减,地区差异显著;财政分权、人均GDP、人口以及政府支出水平是我国各省份支出效率的显著影响因素;政府应调整财政分权结构、改善卫生支出结构与规模,同时强化对财政支出的监管力度。
Chinese economy has developed rapidly with a raising rate of government ＇s expenditure on medical and health in recent years,but the overall output efficiency remains low.We use the DEA-Tobit two stage frame work to analysis the financial efficiency and influencing factors of the health expenditure efficiency of Chinese local government,and evaluate the related factors,by using the panel data of 31 provinces of China.The results show that：the overall government health expenditure of China is inefficient and decreased year by year from 2009;and there are significant regional differences among different local governments; fiscal decentralization,per capita GDP,population and the level of government expenditure are significant determinants of expenditure efficiency of provinces of China,as for that,an adjustment of fiscal decentralization structure,strengthening the expenditure structure and enhancing the scale of government supervision are main means to improve the efficiency of fiscal.
