摘要
坚持发扬斗争精神作为中国共产党的优良传统被列为全面建设社会主义现代化国家前进道路上必须牢牢把握的5条重大原则之一。党的二十大报告对包括健康维护在内的多项民生保障领域提出了进一步的要求。站在推进健康中国建设战略机遇期的新起点,公立医院作为维护国民健康、满足医疗卫生服务需求的中坚力量,应牢牢把握和应用斗争精神,实现高质量发展。从斗争意识、斗争意志以及斗争艺术3个维度对坚持发扬斗争精神进行内涵解析,进而探讨坚持发扬斗争精神与我国公立医院经营管理与发展的理论关联;对公立医院经营管理如何助力医院高质量发展进行破题与探讨,对公立医院经营管理发展的困难与阻力进行分析。直面公立医院经营管理的主要矛盾和挑战,并从加强党的领导和统一斗争意识、强化管理先进性和组织结构建设、完善经营管理机制和方法、职业化人才培养等4个角度提出应对策略。
As a fine tradition of the Communist Party of China,persisting in carrying forward the fighting spirit has been listed as one of the five major principles that must be firmly grasped in the way forward in building a modern socialist country in all respects.After the report of 20th National Congress of the Communist Party of China,further requirements were put forward in lots areas of livelihood protection.Public hospitals are the backbone of healthcare keeper and fulfill the variety health demands of Chinese people.On the new era full of strategic opportunity for pro⁃moting the construction of Healthy China,public hospitals should firmly grasp and apply the spirit of fighting to achieve high-quality development.In this study,it analyzes the connotation of persisting in carrying forward the fighting spirit from three dimensions:consciousness,will and art of fighting,discusses the theoretical relationship between the spirit.The operation and management of Chinese public hospitals try to figure out how to make the operation and management more helpful to the high-quality development of public hospitals.It analyzes the difficulties and resistance of the operation and management of public hospitals,faces the main contradictions and bottlenecks.It should focus on four perspectives,which are strengthening the leadership of CPC in public hospitals to unify the sense of fighting spirit among the employee,improving the advancement of management and organizational struc⁃ture,enhancing the construction of the operation and management mechanism and method,and professional talent training.
