摘要
政策属性对政策扩散速度和扩散规模具有显著影响。作为发展型社会政策,易地扶贫搬迁从试点到推广都是在中央政府主导下完成的。通过观察2001—2020年间易地扶贫搬迁政策扩散过程,可以探寻该类型政策的演进机理与扩散逻辑。与传统以S型曲线为代表的“渐进主义”演进机理不同,易地扶贫搬迁政策扩散呈现“断点式”非渐进增长形态。从政策目标、指导原则、执行机制三个维度审视中央政府干预程度的变化可以发现,面对中央更高的政治势能,地方政府会衍生出政治、治理、社会三重行动逻辑。对比不同阶段中央与地方政府政策发布时间节点可以看出,“政治逻辑”在其中居于统领地位。
Policy attributes have a significant impact on the speed and scale of policy diffusion.As a development-oriented social policy,poverty alleviation relocation from pilot to promotion was completed under the leadership of the central government.By observing the diffusion process of poverty alleviation relocation policy from 2001 to 2020,we can explore the evolution mechanism and diffusion logic of this type of policies.Different from the incremental evolution mechanism represented by the traditional S-shaped curve,the diffusion of poverty alleviation relocation policy presents a non-incremental growth pattern.Examining the changes in the degree of central government intervention from policy objectives,guiding principles and implementation mechanisms,it can be found that in the face of the higher political potential of the central government,local governments will derive a triple action logic of politics,governance and society.By comparing the policy release time of the central and local governments in different stages,we can see that"political logic"is in the leading position.
