摘要
面向共同富裕的伟大目标,做好巩固脱贫攻坚成果以及农村低收入人口常态化帮扶工作异常重要。发展型社会政策切合党对人民的关切,是全面小康社会建成后解决农村低收入人口常态化帮扶的掣肘因素的关键之举。因现行兜底型社会政策实施过程中出现了泛福利化的特征,且在其实施过程中出现了发展导向不足、发展能力不足、发展动力不足等现实困境,为此,应从以下几方面着力:一是构建完善的低收入人口概念及认定机制;二是建立包容性的救助体系,细化分层分类的农村低收入人口常态化帮扶体系;三是从认知程度、思想观念、生活向往三方面着手,切实激发农村低收入人口脱贫的内生动力;四是创新发展型社会帮扶政策现实路径,实现发展型社会政策与农村低收入人口常态化帮扶路径融合。
Orienting towards the goal of common prosperity, it is extremely important to consolidate the results of poverty alleviation and regular support for the rural low-income population. Developmental social policy is in line with the Party’s concern for the people and is a key move to solve the constraints of regular support for rural low-income people after the completion of building a moderately prosperous society. Because of the pan-welfare characteristics in the implementation of the current social policy which guarantees minimum demands, and the practical problems like the lack of development orientation, development capacity and development motivation in the process of its implementation, we should work on the following aspects: we should work on the following aspects: to perfect the concept of low-income population and its identification mechanism;to establish an inclusive relief system, and refine the tiered and classified system of regular support for rural low-income population;to effectively stimulate the endogenous motivation of rural low-income population to get rid of poverty from cognition, ideology and life aspirations;to innovate the realistic path of development-oriented social assistance policies and realize the integration of development-oriented social policies with the path of regular support for rural low-income people.
