摘要
国家实验室已成为支撑国家重大科技战略的前沿阵地,然而在国内外安全形势的变化下,如何发挥其军民融合的带动作用,推进科技创新与国防建设相结合,已然成为我国当下国防科技战略发展的迫切需求。通过阐述军民融合战略思想,分析国家实验室坚持军民融合发展的理论基础、参与主体及影响因素;在此基础上以美国国防部MIT辐射实验室为研究对象,采取案例研究方法对其军民融合发展阶段进行分析,并探讨其军民融合发展的内在机理。研究发现,MIT辐射实验室以服务国家安全为设立宗旨,依托国防部的项目支持参与众多涉密性军工研究计划;其军民融合发展大致经历军地合作商讨、项目研究及成果转化阶段;军方、政府、军民企业等作为MIT辐射实验室参与军民融合过程中的互动主体,在吸收民间资金、招揽多方人才、军民技术两用及利益共享中参与军民融合系统运行及创新活动,并提出国家实验室融入“军民联合体”的全新思想观点,为国家实验室坚持军民融合提供了优化方向,有望为国家实验室贯彻军民融合发展战略提供帮助。
The National Laboratory has become the front position to support the major national science and technology strategy.However, under the changes of the domestic and international security situation, how to play its leading role in military civilian integration and promote the combination of scientific and technological innovation and national defense construction has become an urgent demand for the development of the National Defense Science and technology strategy.By expounding the strategic thinking of military civilian integration, this paper analyzes the theoretical basis, participants and driving factors for the National Laboratory to adhere to the development of military civilian integration;On this basis, taking the MIT Radiation Laboratory of the U.S.Department of defense as the research object, the case study method is adopted to analyze the development stage of its military civilian integration, and the internal mechanism of its military civilian integration development is discussed.The research found that MIT radiation laboratory was established for the purpose of serving national security and participated in many classified military research projects with the support of the Ministry of national defense;The development of military civilian integration has gone through the stages of military civilian cooperation, project research and achievement transformation;universities, governments, scientific research institutions and industrial enterprises, as the interactive subjects of MIT radiation laboratories in the process of military civilian integration, participate in the operation and innovation of military civilian integration system in the process of absorbing private funds, recruiting Silicon Valley talents, dual-use military civilian technology and benefit sharing.The research puts forward a new idea of integrating the national laboratory into the “military civilian union”,which provides an optimization direction for the National Laboratory to adhere to the military civilian integration and is expe
