摘要
当前以网络刷单为引流入口,衍生出系列化复合式刷单诈骗犯罪,严重侵害公民个人财产安全、破坏社会经济发展秩序。诈骗犯罪嫌疑人利用互联网黑灰产业链,通过骗术话术对被害人形成心理控制,诱使被害人产生决策偏差进而实施诈骗犯罪。依据犯罪嫌疑人在不同诈骗阶段实施的心理控制机理,提出严打黑灰产链条源头、强化公民网络自我保护意识、深化信息辨别能力体系建设、及时开展劝阻干预的阻断措施,以实现网络复合式刷单诈骗犯罪源头防控,切实维护人民群众财产安全和社会安全稳定。
Taking online clicking as a diversion entrance, a series of compound clicking fraud crimes have been derived recently. It seriously infringes on the safety of personal properties of the citizens and destroys the social order and the economic development. The fraud suspects use the grey industry chain on the Internet to form psychological control over the victims through deception, induce victims to make a decision deviation and then commit frauds. According to the psychological control mechanism implemented by the suspect at different stages of the fraud, this article proposes several blocking measurements to crack down on the source of the grey production chain, strengthens citizens’ awareness of network self-protection, deepens the construction of the information discrimination ability system, and timely carries out dissuasive intervention.The goal is to achieve the prevention and control of online compound clicking fraud at the beginning, and to effectively maintain the security of individual properties and the stability of society.
