摘要
义务教育阶段学业负担过重一直是教育界的未解难题。以政府治理为切入点,义务教育学业负担的政府治理存在着治理理念更迭、治理主体裂解、治理方式单一、治理成效甚微的问题,其原因主要在于对学业负担的认知模糊、治理观念分歧、治理过程中相机避责、过分追求政绩等。对此,义务教育学业负担政府治理应秉持认识先行的理念,全方位了解学业负担内涵,以多元主体联动共进形成减负合力,以法德结合思维形成刚柔并济的负担治理结构,通过跟踪监测构建全方位的政策执行机制。为促进政府更好地治理义务教育学业负担,需形成学业负担政府治理的理性认识、构建学业负担整体性人际治理机制、打造纵横交错的政府治理格局、建立负担治理的长效监测体系。
The heavy academic burden of compulsory education has been an unsolved problem in the educational circle for a long time.Taking government governance as the starting point,there are some problems in the governance of compulsory education academic burden,such as the change of governance concept,the splitting of governance subject,the single governance way and the little governance effect.The main reasons are the fuzzy cognition of academic burden,the divergence of governance concept,the avoidance of responsibility in the governance process and the excessive pursuit of political achievements.Therefore,the government governance of compulsory education academic burden should uphold the concept of understanding first,comprehensively understand the connotation of academic burden,form joint force of burden reduction through the linkage of multiple subjects,form rigid and flexible burden governance structure by combining legal and moral thinking,and build all-round policy implementation mechanism by tracking and monitoring.In order to promote the government to better manage the academic burden of compulsory education,it is necessary to form a rational understanding of the government governance of academic burden,build an overall interpersonal governance mechanism for academic burden,create a criss-cross pattern of government governance,and establish a long-term monitoring system for burden governance.
