摘要通过对城乡统筹、城乡一体化、城乡融合在发展理念、目标取向、实现方法及价值追求方面的比较,分析出共同富裕与城乡融合发展的逻辑关联,总结出城乡融合所具有的市场高度统一、要素自由流动、功能优势互补、共享发展成果四个理论维度。现阶段我国城乡融合发展面临城乡土地市场严重分割、城乡公共资源配置失衡、城乡要素自由流动受限、城乡产业发展严重割裂和城乡居民收入差距较大等突出问题。通过着力构建城乡土地市场一体化、逐步实现城乡公共服务均等化、尽快促进城乡要素配置合理化、大力推动城乡产业发展融合化、稳步推进城乡居民收入均等化等路径,打破城乡融合发展的制度藩篱,真正实现城乡之间互动融合发展,从而推进城乡共同富裕。 By comparing the development concept,goal orientation,realization methods and value pursuit of urban-rural composition,urban-rural integration and urban-rural merging,this paper analyzes the logical relationship between common prosperity and urban-rural integration development,and summarizes the four theoretical dimensions of urban-rural integration:highly unified market,free flow of factors,complementary functional advantages,and shared development achievements.At this stage,China’s urban-rural integration development is faced with such outstanding problems as the serious segmentation of urban and rural land markets,the imbalance of urban and rural public resource allocation,the restriction of the free flow of urban and rural elements,the serious separation of urban and rural industrial development,and the large income gap between urban and rural residents.We should break the institutional barriers to the integrated development of urban and rural areas by focusing on the integration of urban and rural land markets,gradually realizing the equalization of urban and rural public services,promoting the rationalization of urban and rural factor allocation as soon as possible,vigorously promoting the integration of urban and rural industrial development,and steadily promoting the equalization of urban and rural residents’income,so as to truly realize the interactive and integrated development between urban and rural areas and thus promote the common prosperity of urban and rural areas.
