摘要
“多测合一”改革将工程建设项目立项用地规划许可、工程建设许可、施工许可、竣工验收四个阶段涉及的测绘事项整合为一个测绘服务事项,实现了测绘成果共享互认,避免重复测绘,显著减轻了企业和群众负担。文章根据湖南省A县“多测合一”改革的情况,分析了目前该县改革所取得的成效、存在的不足,在此基础上,从技术标准、平台支撑、成果质量和市场监管这四个方面提出相关思考和建议,以期为县一级工程建设项目“多测合一”改革提供参考。
The reform of"Integration of Multiple Measurements"integrates the surveying and mapping matters involved in the four stages of land planning permission,engineering construction permission,construction permission,and completion acceptance of engineering construction projects into one surveying and mapping service item,realizing the sharing and mutual recognition of surveying and mapping results,avoiding repeated surveying and mapping,and significantly reducing the burden on enterprises and the masses.According to the situation of"Integration of Multiple Measurements"reform in A County of Hunan Province,this paper analyzes the achievements and shortcomings of the current reform in this county.On this basis,it puts forward relevant thoughts and suggestions from four aspects of technical standards,platform support,achievement quality and market supervision,in order to provide reference for the reform of"Integration of Multiple Measurements"in county-level engineering construction projects.
