摘要
当前,“双减”逐步走深走实,校外治理、校内减负也取得阶段性成效,但是,要实现“3年内成效显著,人民群众教育满意度明显提升”的政策目标,尚需持续发力,重视推进过程中的一些重要风险点并加以防范,方能标本兼治。比如,要防止以“一刀切”理解限缩弹性化空间、以“齐步走”要求制约灵活性实施、以“划一性”规定影响主体性发挥、以“简单化”执行阻碍有效性落实。对这些重要风险点的防范需要提高系统认识、纠正实施偏差、完善落实举措、精细执行手段。
The“double reduction”continues to progress,and the out-of-school governance and in-school burden reduction have achieved phased results.However,towards the policy goal of achieving obvious results in three years and significantly increasing people’s satisfaction with education,there is still a need of sustain efforts and focus on some important risk points in the process of moving forward,in order to address both the symptoms and the causes.For example,it is necessary to prevent the“onesize-fits-all”understanding to limit the space of flexibility,the requirement to restrict the flexibility of implementation,the requirement to affect the exercise of subjective initiative,and the“simplified”implementation to hinder the effectiveness of implementation.The prevention of these important risk points requires raising systematic awareness,correcting implementation deviations,improving implementation initiatives,and refining implementation methods.
