摘要 随着实景三维中国建设的提出与实施,自然资源领域对三维GIS可视化管理提出了新的要求。为满足自然资源管理和治理能力现代化需求,文章研究实景三维技术在自然资源管理中的应用。文章以拟出让国有建设用地为主体,在其有序完成“七评合一”和“五通一平”、确定各项指标、形成“标准地”的全链管理流程为研究对象,构建“标准地”三维动态监管平台,提供三维场景数据整合、三维分析、可视化渲染等实景三维能力,实现原二维地图与业务流程所不能表达的三维立体空间形态,有效支撑“标准地”从二维到三维的立体化管理,是实景三维技术在自然资源领域应用的尝试。 With the proposal and implementation of the real 3D construction in China, the field of natural resources has put forward new requirements for 3D GIS visual management. In order to meet the requirements of the modernization of natural resource management and governance capabilities, this paper studies the application of real 3D technology in natural resource management. This paper takes the state-owned construction land to be transferred as the main body, and takes the whole-chain management process of orderly completion of “seven evaluation into one” and “five communication and one leveling” to determine various indicators and form “Standard Land” as the research object. The three-dimensional dynamic supervision platform of “Standard Land” is built to provide 3D scene data integration, 3D analysis, visualization rendering and other real 3D capabilities. It is an attempt to realize the three-dimensional spatial form which cannot be expressed by the original two-dimensional map and business process, and effectively support the three-dimensional management from two-dimensional to three-dimensional “Standard Land”, which is an attempt to apply the real three-dimensional technology in the field of natural resources.
