摘要
实现政策工具与政策目标匹配是达成政策预期效果的基础,政策工具历时变迁可为实现这一机制提供历史经验与启示。通过构建“政策目标—政策工具”分析框架并对我国出租车行业政府规制政策进行内容分析发现,规制工具历经了新旧政策工具重叠期、政策工具运用波峰期、政策工具结构性调整期等阶段,并在制度背景、政府能力、技术变革等因素影响下,总体呈现出社会性规制工具占优并稳定成为主体的趋势。因政策客体属性模糊、政府考核机制失当、政策工具冲突及规制主体权责交叉导致政策工具与政策目标间不适配,体现为政策工具非均衡分配、典型工具缺失及政策工具存在结构性矛盾,影响了政策工具效果发挥及政策目标实现。据此,规制者应坚持政府规制的公共利益立场,借以综合行政执法体制改革理顺权责关系,构建科学的绩效考评体系,并以信用监管为核心加速政策工具创新与组合运用,从而实现出租车政策目标与工具的匹配以提升其规制绩效。
Matching policy tools and policy targets is the basis for achieving the expected results of the policy.The historical changes of policy tools can provide historical experience and future enlightenment for the mechanism.Through the construction of the "Targets-Tools" match framework and the content analysis of the central government regulatory policies of taxi in China,the regulatory tools experienced three periods.Under the influence of institution,government capacity and technology,the dominant trend of social regulation is stable.Due to the vagueness of policy targets,the misuse of government incentive,conflicts within policy instruments and conflicts between regulators,policy tools and policy targets are mismatched.In the future,regulators can improve regulatory performance with a view to protecting public interests,reform the comprehensive administrative law enforcement system,build a scientific incentive system,and accelerate the innovation of policy tools with credit supervision as the core driving force.
