摘要
随着社会经济的发展,人们对自然生态环境的破坏越来越严重,特别是工业时代到来之后,工业建设和人为破坏,对环境造成了不可逆转的灾害。在经济发展过程中,会有某些使环境遭受严重侵害,甚至不可恢复的项目,其产业结构、资源开发都是建立在利用甚至破坏环境资源基础之上的。所以,规划环境影响评价制度具备从决策源头上预防环境问题的功能,因而在环境保护工作中具有极大的重要性。
With the development of social economy, people’s destruction of the natural ecological environment is becoming more and more serious, especially after the arrival of the industrial era, industrial construction and man-made destruction have caused indelible disasters to the environment. In the process of economic development, there will be some projects that cause serious damage to the environment, even irrecoverable. Their industrial structure and resource development are based on the use or even destruction of environmental resources. Therefore, the planning environmental impact assessment system has the function of preventing environmental problems from the source of decision-making, and is of great importance in environmental protection.
