摘要
通过详细介绍两单未分类散装液体化学品进口珠海过程中,珠海海事局推动美国开展临时分类评估、发起三方协议并深度参与其中的实践案例,同时分析遇到的问题和解决思路,以实践证明进口未分类货物开展临时评估和三方协议在一定条件下现实可行、时间可控,为今后类似货物开展评估和协议提供有益借鉴。
This paper introduces in detail the practical cases of Zhuhai Maritime Safety Administration in promoting the United States to carry out interim classification assessment, initiating tripartite agreement and deeply participating in it during two cases of importing unclassified bulk liquid chemicals into Zhuhai. It further analyzes the problems encountered and the solutions, with a view to proving that the interim assessment and tripartite agreement for the import of unclassified goods are realistic and feasible with controllable time under certain conditions. It provides a useful reference for the evaluation and agreement of similar goods in the future.
