摘要
国际经贸规则演变遵循生产力决定生产关系的辩证法,但也是主权国家代表本国利益群体进行利益多方博弈的结果。国际经贸规则经历了从货物贸易阶段以消除关税壁垒或非关税壁垒的边境措施阶段,演变为价值链贸易阶段和数字贸易阶段的以规制融合为主消除边境内政策壁垒阶段。目前,国际经贸规则正在区域层面和WTO多边层面进行重构。本文首先从资本逻辑驱动的全球化与民族国家逻辑驱动的全球化探讨国际经贸规则演变规律,其次从区域经济一体化层面探讨当前国际经贸规则发展趋势与重构特征;再次从区域经贸规则重构分析世界多边贸易体制改革方向,以便更全面把握国际经贸规则重构方向,为我国对外开放及参与全球和区域经济治理提供决策参考。
The evolution of international economic and trade rules follows the dialectic that productive forces determine the relation of production,but it is also the result of multi-stakeholder game of sovereign states on behalf of their own interest groups.International economic and trade rules have evolved from the stage of goods trade to the stage of border measures that eliminate all or non-tariff barriers to the stage of value chain trade and digital trade.At present,international economic and trade rules are being restructured at both the regional trading platform and multilateral platform of the WTO.This paper first discusses the evolution of international economic and trade rules from perspective of capital logic driven globalization and national logic driven globalization,and then discusses the current development trend reconstruction characteristics of international economic and trade rules from the perspective of regional economic integration.Thirdly,it analyzes the reform direction of the world multilateral trading system from the regional economic and trade rules reconstruction,so as to grasp the direction of international economic and trade rules reconstruction more comprehensively and provide a reference for China's opening up to the outside world and participation in global and regional economic governance.
