摘要
目的:对重庆市2016—2020年卫生资源的公平性进行分析,并提出合理配置的政策建议。方法:采用相关统计数据,根据人力和物力资源指标,计算了重庆市所辖“一区两群”区域的基尼系数、泰尔指数和集聚度。结果:重庆市卫生人力和物力资源在人口和地理层面的基尼系数和泰尔指数均较小,处于公平状态;人力资源公平性方面:执业(助理)医师>卫生技术人员>注册护士;物力资源公平性方面:卫生机构>实有床位。集聚度方面,都市区的卫生人力、物力资源配置均明显优于其他两个地区。结论:重庆市卫生资源配置公平,人口维度的公平性优于地理维度,物力资源公平性优于人力资源。重庆市应积极统筹城乡经济发展,推动区域间医疗卫生事业的协调发展。
Objective:This paper analyzes fairness in allocating health resources in Chongqing between 2016 and 2020,and proposes suggestions to improve fairness in allocation.Methods:Using relevant statistical data,this paper calculates the Gini coefficient,Theil index and agglomeration degree of the“one district and two clusters”area in Chongqing withe human and material resources as research indicators.Results:The Gini coefficient and Theil index of human and material resources in Chongqing are fairly small in terms of population and geographical locality,which indicate a fair state;in terms of fairness in human resources:(assistant)physicians>health technicians>registered nurses.;in terms of fairness material resources:health institutions>actual beds.In terms of agglomeration,the allocation of health and material resources in metropolitan areas is obviously superior to that in other two areas.Conclusion:Health resources in Chongqing are fairly allocated,and the fairness from the perspective of population is better than that of geography dimension,and that of material resources is better than that of human resources.In conclusion,Chongqing should actively coordinate economic development in urban and rural areas and promote the coordinated development of medical and health services among regions.
