摘要
从系统工程角度为切入点,基于对煤矿安全管理的认识,构建了煤矿安全管理体系的层次模型,借助于层次分析法进行模型求解,确定了相关因素的影响力排序。结果显示,安全技术措施是煤矿安全管理的首要因素,其次是安全培训教育、安全检查、安全机构和安全救护救援。此影响力排序基本上反映了在煤矿安全管理过程中的实际情况,在安全管理过程中应加大安全投入,提高安全技术与安全装备水平;注重安全培训教育,加强对工作人员的安全教育及技能培训,同时配备高专业素质的安全技术人员,是提高我国煤矿安全管理能力的重要途径。
From the perspective of system engineering,based on the understanding of coal mine safety management,a hierarchical model of coal mine safety management system was constructed.With the help of analytic hierarchy process,the model was solved and the influence ranking of related factors was determined.The results showed that safety technical measures were the primary factor of coal mine safety management,followed by safety training and education,safety inspection,safety organizations and safety rescue.This ranking of influence basically reflected the actual situation in the process of coal mine safety management.In the process of safety management,safety investment should be increased to improve the level of safety technology and safety equipment;It was an important way to improve our coal mine safety management ability to pay attention to safety training and education,strengthen the safety education and skills training for staff,and equip safety technicians with high professional quality.
