摘要
基层治理是国家治理体系和治理能力现代化的基础,街道办事处是城市基层社会治理体系的主体,其职能作用的有效发挥关系着经济社会的稳定发展。经济职能是目前街道一项比较重要的职能,在基层政府职能转型和重视街道社会管理、服务职能的大趋势下,街道经济职能的作用仍然存在。以深入的调研为基础,探讨目前街道经济职能运行的现状和问题,谋划未来改革的方向。认为要顺应改革发展大势,在现有体制下,提升街道经济职能运行效率,突出党建引领,转变工作作风,重视提供服务,打造营商环境,为民生事业发展提供好的保障是切合实际的努力方向。
Grass roots governance is the basic project for the modernization of the national governance system and governance capacity.Sub-district offices are the main body of the urban grass-roots social governance,and they play an important role in the stable development of the economy and society.At present,the economic function is a relatively important function undertaken by the sub-district offices.Under the general trend of the transformation of the grass-roots governance system,and the emphasis on the social management and service functions of sub-district offices,their status and role still exist.Based on extensive and in-depth research,this paper analyzes the current situation and problems of sub-district offices’economic functions,and discusses the direction of future reform.Presents a practical direction that in line with the general trend of modern reform of the governance system and governance capacity,improve the operational efficiency of economic functions under the current institutional framework,highlight the guidance of Party building,change the work style,attach importance to services providing,build a business environment,and provide good guarantee for the development of people’s livelihood.
