摘要
2008年国际金融危机以来,发达国家掀起新一轮逆全球化浪潮。产生逆全球化浪潮的内在逻辑是什么?本轮逆全球化浪潮的发展前景如何?中国应如何应对?本文认为经济全球化的收入极化效应显著超出其增长效应、经济全球化运行机制的“失灵”、美国政府的经济单边主义行为是逆全球化浪潮产生的根源。尽管新一轮逆全球化浪潮持续泛滥,但在持续科技创新、区域经济一体化加快尤其是中国的积极推动下,本轮经济全球化非但不会就此终结,反而将朝着更加开放包容普惠平衡共赢的方向深入发展。对此,中国应推进更深层次更高水平的双向开放,完善对外开放战略布局;稳步拓展制度型开放,对接高标准国际经贸规则;积极践行多边主义,维护多边经贸体制;主动参与全球经济治理,倡导新型全球化。
Since the 2008 international financial crisis, developed countries have set off a new wave of anti-globalization.What is the internal logic behind the anti-globalization wave? What is the development prospect of this wave of antiglobalization? How should China respond? Focusing on the above problems, this paper points out that the income polarization effect of economic globalization obviously exceeds its growth effect, the "failure" of the operation mechanism of economic globalization, and the economic unilateralism of the US government is the root cause of the anti-globalization wave. Despite the ongoing wave of anti-globalization, driven by continued scientific and technological innovation and accelerated regional economic integration, especially China, this round of economic globalization will not end, but will deepen in the direction of more open, inclusive, balanced and win-win. Therefore, China should promote deeper and higher level of two-way opening-up and improve the strategic layout of opening-up, expand institutional opening-up steadily and align ourselves with high-standard international economic and trade rules, practice multilateralism actively and uphold the multilateral economic and trade system, and participate in global economic governance and advocate a new type of globalization.
